William (Bill) Sommer is a general Project Manager for Sain Engineering Associates, Inc. (SEA) in Birmingham, Alabama.Mr. Sommer leads the company’s initiatives in the research and development of technology solutions supporting the company’s energy information management business line.Mr. Sommer also leads projects in sustainable design, performs energy assessments, and aids in the development of alternative and renewable energy solutions.

Current projects include the development of a Sustainability Management Plan (SMP) for Shreveport Regional Airport and ongoing work with the US Army Corps of Engineers at multiple DoD facilities.He also completed energy assessments at multiple Department of Defense facilities.

Prior to joining SEA, Mr. Sommer completed a twenty-three-year career with the US Navy which offered him a broad base of experience across the science and engineering disciplines.He was a senior officer in the Navy’s Information Dominance Corps, gained experience in offensive and defensive cyber operations, information assurance, and network operations.His service included:

  • Military Assistant Professor and Program Manager in the Graduate School of Engineering and Applied Sciences at the Naval Postgraduate School, Monterey, CA.Developed curricula, delivered classroom instruction and organized and presented special lectures.
  • Commanding Officer of a Naval Oceanography command—roughly the equivalent of the Chief Operating Officer of a small science consulting firm.
  • Primary assistant to the Chief Technology Officer for Navy Meteorology and Oceanography—a $600M+ enterprise responsible for the operation of two high performance computing centers, satellite data capture, and delivering precise time products.
  • Participating scientist in an Arctic research project supporting the Navy’s Task Force Climate Change goals.The research work included the capture of atmospheric, oceanographic and hydrographic data for real-time and historical analysis.
  • Developed an at-sea experiment to validate performance of the Navy’s Smart Voyage Planning system which uses the exploitation and/or avoidance of ocean currents and weather to provide the most fuel-efficient routing of ships.
  • Engineering Division Officer aboard a US Navy destroyer.Supervised the operation and maintenance of a shipboard gas-turbine power plant and qualified as a power plant operator.

Mr. Sommer is active in the Huntsville AEE chapter and supported the World Energy Engineering Congress (WEEC) 2016 as chairman of two sessions in the “Big Data and Internet of Things” track.He is currently chairing the entire track for the WEEC 2017.

He earned his Bachelor of Science in Physical Oceanography from the University of Washington and a Master of Science in Meteorology and Physical Oceanography from the Naval Postgraduate School.He earned additional graduate certificates in Systems Analysis and Defense Energy Systems, also from the Naval Postgraduate School.He is a Certified Energy Manager (CEM) and Renewable Energy Professional (REP).
