Energy Performance of Buildings Directive (EPBD) is the main EU policy instrument to improve the energy performance of buildings in Europe. It introduced
a framework for energy performance certification with a main objective to provide consumers with an overview of economic and energy potential of
buildings. The development of the first version of Energy Performance Certificate (EPC) in France took place in 2006. According to the requirements
of the recast of EBPD in 2010 and thanks to years of experiences, an improvement of the certification process was achieved in 2012. Last survey
carried out by the French Notary Association showed clearly an indexing of the building price on EPC energy level and the starting use of EPC as
a green rating instrument.
Dr. Hicham LAHMIDI is a French energy expert with significant practical experience in Energy Efficiency in Buildings. He participated to the transposition
of Energy Performance Building Directive in France and development of French regulation for new and existing building. He also participated to the
development of Low energy construction label in France. He managed different European projects related to energy efficiency in buildings: ASIEPI, Cense,
Buildup...and developed a multi criteria decision making software based on genetic algorithms. He worked in CSTB (Building Scientific and Technical
Centre), IFP, Dalkia, Progepi, and currently working in Bureau Veritas. He is the President of AEE France Chapter.
