Government energy programs; Should the government force you to save energy? If so, how?

Sol Rosenbaum, PE, CEM, CPMP has a BS and MS in mechanical engineering from Columbia University and is a licensed PE (MD and NY), CEM, and CPMP. Mr. Rosenbaum began his career working on all aspects of large scale ESPC project and then moved into business development for a district utility company. In these roles, Mr. Rosenbaum was exposed to all facets of energy projects from the initial walk through & calculations through the final construction and commissioning phases. Following these roles, Mr. Rosenbaum worked as an independent mechanical/energy consultant for 10 years and worked on many energy savings projects including ACT129 and Local Law 87 programs in PA and NYC. He also worked in the due diligence field performing technical review for property condition assessments and energy audits. Currently, Mr. Rosenbaum is the Director of Green & Energy Services for GRS Group. GRS provides transactional services for commercial real estate deals and Mr. Rosenbaum focuses primarily on overseeing and developing the firms work on the Fannie Mae/Freddie Mac green programs. Mr. Rosenbaum is the technical lead for these projects and oversees the engineering team. GRS also provides support to its clients with regard to energy benchmarking/baselining and other green financing programs.
