Performance contracting has been used for many years to accomplish energy savings and infrastructure improvements at federal facilities. The process has evolved for many years, but still presents challenges to agency teams. Through project facilitation for many federal agencies and working through all phases of projects, we have identified common issues. The challenge is that each agency has to deal with the issues differently depending on agency culture and policy. The basic training available for ESPC is enough to familiarize and raise questions, but not enough to succeed with a real project. I will discuss common issues and the processes to work through them. Topics include: real world M&V, risk management, project approvals and team communication.
