The Assistant Secretary from each of the services will brief a synopsis of their program and discuss any initiatives they plan to undertake.  They will cover in detail their strategy to ramp up their program from decreasing their energy consumption by 1.5% per year to the new requirement of decreasing at twice that rate or 3% per year.  This increase presents a formidable challenge for a program that was running close to the 1.5% glide slope.
